Billboard airplay charts using the data provided by Nielsen BDS ( Broadcast Data System ) .
On Billboard Hot Country Songs , they ( both BDS & Billboard ) rank the songs based on the audience impressions . The audience charts cross-reference BDS data with listener information compiled by the Arbitron ratings system to determine the approximate number of audience impressions made for each plays. Thus, a song that plays at 4 a.m. does not count as much as one played at 4 p.m., and a station with a large audience will influence the chart more than either a station in a smaller market or one with a specialized format that attracts less audience.
the chart reflects airplay between Monday & Sunday on any given week .
The BDS Country panel is based on 128 monitered Country radio stations , they're the main Country radio stations in US .

* sometimes they drop or add a station from the panel , but not always , & doesn't affect that much in the rank .

See the last column ( Rank ) above is ranking the songs based on the numbers of spins ( plays ) which is different from the ranking using Audinece impressions .

ETA : I forgot the recurrent rules
Songs are removed from Hot Country Songs after 20 weeks if ranking below No. 10 in detections or audience, provided that they are not still gaining enough audience points to bullet or if they rank below No. 10 and post a third consecutive week of audience decline, regardless of total chart weeks.

Billboard has another Country Chart , is called Billboard Country Indicator Chart . this one is for small stations , & has 100 stations in the panel :



But , unlike the previous one ( BB Hot Country Songs Chart ) , this one ranks the songs based on spins only , which is normal since the audience impressions is far less than the main chart because it depends on small stations .

One advantage for Casey is Texas Country market . it's the biggest Country market . Texas has 8 stations on the Hot main Country panel including 2 Top5 market ( Dallas-FortWorth ) , & 2 others top6 market ( Houston ) . also other 11 stations on the Indicator panel .
In fact Billboard has a chart only for Texas , it's called Texas Regional Airplay . the panel contains more than 75 stations including the 8 & 11 stations above mentioned and several smaller stations . I'll post more details soon about it & how it works .

the good news is both 2 stations that added Casey's single yesterday are listed on BDS / Billboard panel . other good news is that Jacksonville has 2 stations , the both 2 are listed on Mediabase panel , but only one is listed on BDS' panel . Casey picked up by the one on both panels , WGNE - FM
